KAMPALA; KCCA wants UGX 6.018 billion more to raise street cleaners’ daily pay from UGX 6,000 to UGX 10,000, aiming to improve city sanitation.
Executive Director Sharif Buzeki told Parliament the current UGX 12.983bn allocation isn’t enough to hire more cleaners and boost wages, despite KCCA’s budget rising to UGX 1.1 trillion for 2026/27.
According to Buzeki, the authority’s budget will increase from UGX950 billion in 2025/26 to Shs.1.1 trillion, with Shs.12.983 billion allocated for street cleaners’ salaries. However, this amount is insufficient to cover the hiring of more cleaners and salary increments, hence the need for additional funding.
“We propose to increase the daily rate from Shs.6,000 to Shs.10,000. The increasing number of roads being constructed will require additional 432 cleaners,” Buzeki explained.
However, Ruhama County MP Benjamin Kamukama questioned the logic behind hiring more cleaners when KCCA is also requesting Shs.1.5 billion to purchase cleaning machines. “In this document, you need an extra 432 cleaners but you are also proposing to procure machines for cleaning at Shs.1.5 billion. What is the best option?” Kamukama asked.
Buzeki responded, “The increasing number of roads being constructed will require additional 432 cleaners, we anticipate to add 81.87Km under Greater Kampala Metropolitan Authority”.
The move to increase cleaners’ wages comes after city cleaners appealed for a pay rise, citing the rising cost of living. In November 2025, cleaners requested a daily pay increase from shs.6,000 to at least shs.10,000 to cover expenses like school fees, rent, and food.
