BUGWERI;President Yoweri Kaguta Museveni, the National Resistance Movement (NRM) presidential candidate, has announced plans to upgrade Busesa Health Centre IV into a full district hospital, saying the move will help address Bugweri’s long-standing health service gaps.
Speaking to thousands of cheering residents at Kyabazinga Grounds in Bugweri on Monday, November 17, 2025, President Museveni said that the government had taken note of the district’s limited medical facilities and was ready to act.
The President said Bugweri currently has one Health Centre IV and six Health Centre IIIs, but lacks a district hospital something he described as a major service gap.
“Bugweri has one Health Centre IV and six Health Centre IIIs, but no district hospital. Our plan is to upgrade Busesa to a general hospital and elevate other lower-level units like Idudi and Nsale to Health Centre IIIs,” The president announced.
The President revealed that expansion of Busesa’s maternity department is already ongoing. He also confirmed that new incinerators are being installed in several Health Centre IIIs to improve medical waste management.
Before the President spoke, Bugweri NRM district chairperson Shaban Sadiq Nkuutu raised several concerns.
He asked the government to provide the district with a complete road unit, saying their current one was too small to support serious road works.
He also appealed for the tarmacking of the Nawangisa–Nakivumbi road corridor, which he said would improve the movement of agricultural goods.
Nkuutu added that Bugweri needs an industrial park and a district hospital to boost economic growth.
First Deputy Prime Minister Rebecca Kadaga supported the call for a district hospital, saying many pregnant mothers travel long distances in search of emergency care.
She also urged government to priorities the Ngondwe–Busembatia road, which she said is key for mobility in the greater Busoga region.
In his reply, President Museveni said every district is entitled to a fully equipped road unit and that the delay in Bugweri was because the district was recently created.
“We bought equipment from Japan precisely so every district can manage its own roads. Bugweri will receive the full unit,” President Museveni assured.
On the request to tarmac the Nawangisa–Busesa–Nakivumbi–Iganga road, the President said he would review it.
“Some of the roads I work on are those I used during the struggle. This one is new information, but I will follow it up,” President Musveni said.
President Museveni also reaffirmed the government’s plan to ensure every parish has a primary school and every sub-county a secondary school.
But the President warned residents not to confuse government development projects with personal wealth.
“Even if you have a tarmac road, you can remain poor. We have told Ugandans for 60 years: development is different from wealth,” The President explained.
President Museveni highlighted programmes such as Entandikwa, NAADS, Operation Wealth Creation, Emyooga, and the Parish Development Model (PDM), which have been helping families increase their incomes.
According to government records, Bugweri’s 36 PDM SACCOs have received Shs11.1 billion, supporting 11,387 households, while 18 Emyooga SACCOs have so far received Shs960 million, benefiting over 21,000 members.
Earlier, First Lady Janet Museveni urged Bugweri residents to support President Museveni and all NRM flag bearers.
“We want to protect the gains achieved and focus on what must be done in the next five years. When the NRM is united, Uganda moves forward,” she said.
She encouraged voters to turn up in big numbers on polling day and cast their ballots for the President and NRM candidates.
