Uganda Court Blocks Law Society Meeting Over Leadership Legitimacy Row

Kampala, Uganda — The High Court in Kampala has stopped the Uganda Law Society (ULS) from holding its Annual General Meeting (AGM) scheduled for Saturday, October 18, 2025, amid a growing dispute over the legitimacy of its leadership.

Justice Bernard Namanya of the Civil Division issued a temporary injunction on Thursday, restraining the Society from proceeding with the Entebbe meeting or implementing any resolutions passed during an earlier general meeting on September 17.

The decision follows a petition by ULS members Martha Nabijewa and Tonny Tumukunde, who allege that the current ULS Council is unlawfully constituted. The pair argued that key statutory members including the Attorney General, Solicitor General, Secretary, and Central Region Representative were excluded from the decisions that led to both the September and October meetings.

In court filings, the applicants also challenged the legality of the September 17 gathering, where two council members, Phillip Munaabi and Geoffrey Turyamusiima, were suspended in what critics described as a politically charged move.

Justice Namanya agreed that allowing the upcoming AGM to proceed could cause irreparable harm particularly in relation to the planned election of nominees to the Judicial Service Commission, a constitutional body that advises the president on judicial appointments.

The ruling effectively freezes all activities linked to the disputed meetings until the court determines the main case challenging the Council’s legitimacy.

The injunction marks the latest twist in a series of internal disputes that have divided the Law Society, an institution traditionally seen as a key guardian of the rule of law and legal ethics in Uganda.
